Is Santa Claus explained the same way in the East as the West?

In the East; at least where I live Santa is basically explained that he needs snow to travel. What about in the West where it doesn't snow often or at all?

1. In the west he blows in on the wind (it is ALWAYS windy.)
2. Nope, in upper Europe his helpers are Black Peter. We don't have any mention of those in the USA.
