1. No it isn't, but then again, it's not an independent country but is an Australian territory. Also, it has only a very tiny population and virtually no economy.
2. No because its part of our country so if there is anyone from there on the team they would compete under our flag
3. No, because it's a territory governed by Australia, therefore part of Australia. And you would know this if you'd read the Wikipedia link you quoted.
